How do i build a privacy fence on a slope using panels?

Question

i've set the posts for my fence according to the 6' high by 8' long panels, so that is good to go. now...what is the easiest way to install the panels on a slope? step method? dig trenches? i haven't measured the slope yet, but it is probably an 18" differential between the highest and the lowest points of the yard. if i do step it, what is the exact process of doing so?

step the top of the fence in even increments (total step divided by (post numbers-1)), better to slope the base of the panel to match the existing ground profile and leave the panels just off the ground surface
