  1. Is this to compensate for the buoyancy provided by a wetsuit? And are you snorkelling in the ocean or pool?

Saltwater makes you more buoyant so you may need a couple of kilos to compensate and allow snorkelling under the water. If you are in a pool or only want to snorkel on the surface I would recommend no weight as this will allow you to float effortlessly.

  2. For snorkeling you should not need or want any extra weight strapped to you.  I assume you are talking about a weight belt that SCUBA divers need to compensate for the extra bouyancy in the air tanks.  The only free divers I know of that use any extra weight carry a rock in their hands  that helps them sink faster, then they let go of the rock when they get to the bottom.
