well most of the above answers are right except for one thing.

there are now 2 different mobile companies (etisalat and du)

if ur calling etisalat mobile u call 0097150

if ur calling du 0097155

If you are calling from USA to UAE, at first you have to dial call out code 011 then the country code of dubai and city code.

So it will be for fixed land phones:

011-971-4-XXXXXXX (where XXXXXXX stands for the telephone number)

For Mobile Phones:

011-971-5-XXXXXXXX (8 Digit Mobile Number)

you mean you need the country code? if you're calling a cell phone it would be 011 971 50 and then the seven-digit phone number. if its a land line it would be 011 971 4 and then the seven-digit phone number.
