i have never called outside canada i have a number.but not sure how to dial it.can you help me please thanks

If you want to save some cash you can download a program called SKYPE onto your computer and call from it.  It's extremely cheap but you do have to buy credit before you can call.  It's like a cent a minute where usually it's around 20 cents to a dollar by phone per minute.
