  1. If you want to change your LAN IP than go to Network and properties > TCP-IP...   there you can set static IP.

  2. Your IP address is dynamically assigned by your ISP. It changes every so often, but you cannot force it to change.

The only way to try and "force" a change in your IP address is to power-off your modem for an extended amount of time (overnight). It's possible when you turn it back on you will be assigned a new IP address.

You may also want to clear out your cookies and CCleaner is great free program that will do this for you (it also removes all traces of your online activites).

  3. It depends on what type of network connection you have (dial-up? broadband? home-network? office-network? broadband through a router? etc) and how your address is being assigned (dynamic or static). It also depends on your operating system (Windows XP? Vista? Mac OS/X? Linux? other?).

For most people, the IP address is dynamically assigned (DHCP), and is not changeable. Also, in most cases, the address is not changeable by mere "users" but by the system administrator of the network, and if you're having to ask this question, I'm pretty confident you're not the system admin.

  4. Searching for Open Proxies everyday is not effective, You must find another solution .
