  1. You can try

    ipconfig /release

    ipconfig /renew

But like the other guy said you have wait for the lease to expire.

  2. You have to wait untill the lease time on the IP expires it obtained from the  DHCP server.  Or you can spoof your MAC address or put in another network card and that will change it because its a new MAC address

  3. You can give yourself a static IP address (along with static gateway and DNS addresses), as long as they aren't doing any filtering for illegitimate addresses.  There's nothing in the rules of networking that says you necessarily can't have a static IP on a DHCP-assigned network.  Just make sure you pick an unused IP address, and that you put in the right gateway and DNS addresses.

  4. You wont be able to change it to something specific, and in a lot of cases its possible the college binds your IP address to either your computer's MAC address or the ethernet port you're connecting to.  Regardless, you can't really change it.

If you're on a Mac, try going to network prefs and clicking on "renew DHCP Lease" and see if it changes.  Regardless, your IP shouldn't really affect anything - one IP is as god as another when you can't control the router settings (which you can't), unless one is blocked.  And if the IP you're on is blocked, then chances are they nailed you at the MAC address level, likely combined with your school email address which they probably made you register with.  That means you'd have to spoof your MAC address and use someone else's email to register a new lease with the campus.
