How do i clean the interior of the headlight housing for my 96 integra

the interior of the headlights is getting fogged up and its looking yellowish, how do i removed the head lights so that i can get to the interior. do i have to remove the bumper? and the whole headlight housing? and then just pry it open in half to clean it?

You can't.  The headlight unit housing is a sealed unit.  You can remove it from the car but you can't open it to clean it.  The problem is that the plastic has yellowed over time.  The only thing you can do is replace them.
