If he is average, why does he think he is overweight?  This is kind of unusual among boys.    Most girls go through a stage of thinking they're chubby, even when they're just fine.  But boys rarely think about their weight unless they are actually obese, and have been teased by schoolmates or peers.

Perhaps you should ask his pediatrician whether his weight is good for his height, and talk to him about it.
