How do i cover a mexican tile patio with concrete to create better drainage?

Remove the tile and base.  Assuming this gives you enough depth to pour at leats 3 to 4 inches without the edges getting to high just form up and pour with at least 1/4" per 1' slope to drains or however it drains.  If you have no experience pouring concrete I would highly recommend hiring a contractor.  It is not nearly as easy as it seems.
