If you want to build a website and it's your first go at it, I would recommend setting up a blog first. It will give you an idea of how things work on the web, how websites, categories, pages, are linked together.

If you want to get a bit more complex, and have more flexibility building a 'website' I would suggest Yahoo Geocities : Get a free website with free sitebuilding tools :

If you have specific requirements (e.g. your own domain) then there are a few things you will need to do to prepare to build your site.

1) You should learn HTML and you can for free at http://www.w3schools.com/

The process of making the site can be simplified by WYSIWYG editors such as dreamweaver. But it would be recommended to learn hand-coding as well, since such editors, or incorrect usage of same, is known to produce invalid code, and bad cross-browser combatility.
