How I would do it:

Make images using any image making program, such as paint or Photoshop. Then use Windows Media player to put them in order, adjust length, and add sound. You can import them in windows media center. Then record sound or get music, and import it into windows media player.

Make final adjustments so the images and music go together.

Click publish movie, and you have it. It is ready to upload to youtube.
