  3. You're probably gonna have to ask the person who made it, because that's too complicated for somebody to just "say" how to do it. Unless they were really experienced. But I'm not.

    My guess is, it's some texture(s), brushes, and filters. I can't tell you what just from looking at it, but it will probably be very difficult to do.

The picture could be made by combining several images,usually copying them into the Layers Palette and merging parts of them using Blending modes,after editing out with the Background eraser.The process is complex and long.You would need to make yourself familiar with each of the above tools.I would suggest that if you are interested in this type of image making that you take a look at a magazine such as Photoshop Creative,or Advanced Photoshop.Although it is not aimed at your programme,their sister magazine Paint Shop Pro Photo is a good introduction as it covers Corel's equivalent of Elements.All of these magazines have web sites for you to explore and offer a back catalogue DVD which is very good value for money.
