like how do i turn a pic black and white and then turn 1 thing like that girls shirt to a color but leave the rest black and white ?

(thats not me btw its just a pic i found from photobucket.

you can do that with almost any photo editor...

like paintshop pro...photoshop..fireworks...gimp...etc.

any of those can do it pretty easy.

to photobucket you can edit pictures you can turn it back and white there or download gimp.

Well on Photoshop there you can use the outline tool that looks like a lasso and outline the part you want. Take that piece out of the picture and put it on another window. then change the picture to b/w and put the piece/s back on. That is probably not the best way to do it. But it's how I know to do it.

I REALLY want to know how to do that, also.

Most likely you have to pay for that kind of thing...
