How do i enabled mine control panel?

when i click start is all blank so i cant click run nor all programs

Are you using a public computer? My assumption is the admin of your computer might have enabled some restriction of your computer. Meaning anything which would allow you to configure or change the settings of the computer.

     If you system attacked for virus.All programmes exe will be attacked.That Programmes will not open.In start menu will be display

as square box,so,Install OS.Don't open any drive.First you Install good Antivirus with latest updates.and check with other drives.
