First, I'll take that mixed number into into a fraction:

(100/3) / 100

Dividing by a fraction is the same as multiplying by it's reciprocal, so:

(100/3) * (1/100)

Now the 100's cancel out, leaving:

However if you meant what you actually wrote 331/3%
