  1. If this is a wild baby bird..do not feed it or give it water.  If done improperly you can easily drown this bird.  You need to get it back to it's parents if possible, or get it to a wildlife rehab:

  2. When I ship my live quail, I ship them with pieces of fruit to eliminate the need for water at all...  in nature, non-fowl nest birds extract water from the food the parents give them.  I ship with June Berries, blue berries, raspberries, bananas, soft apples and organic grapes.

    While an eye dropper will work, a diet in water rich food works better.

  3. Use a clean kleenex, wet it well, and squeeze it into their beaks.  Or if you buy one of those squirters that come with eardrops - get the smallest one you can find (ask at pharmacy) and just drop the water in in droplets. You will use your thumb and first finger to hold the beak open enough to let the quirt of water drop inside.

    I think though that the wet tissue or cloth will be best, because they'll be inclined to grab at the squirter.  

    Interesting to hear of someone handling baby quail. Call your local vet or animal control office for help with it too.
