  1. In the US - You must first have the appropriate documentation, such as a judgment or a deed of trust signed by the property owner,  notice of mechanic's lien, etc.  Take your document to the Clerk & Recorder's office in the county in which the property you want to file a lien against is situated.  Pay the fee and ask them to record the document.  Once the document is recorded, you have effectively filed a lien on the property and the property owner will not be able to sell the property without clearing the encumbrance you have created by filing the lien.

    You cannot just file anything and expect to have a legal lien against the property.  You must have an appropriate legal document that gives you a legal right to a lien on the property in order to effect a valid lien.


  2. In most cases, (exceptions for mechanic's liens and HOA dues)  you can't untill you have a judgement of record. Call the county clerk's office.

  3. At the Recorder of Deeds office in the county courthouse.
