How do i find lost family in Norway?

i have a close relative in Norway, i am not sure of their name but i know roughly when they were born (give or take a month), and the area where they were born. I am unsure of how birth records are kept in Norway or if they are available to the public, they were born in the late 1940s. I know that with the limited information i have i will not be able to find them directly although i am hoping to narrow it down to a list of people no matter how long the list is, or use any information i can find to continue my search.

Can anyone help me with any knowledge of how birth records are kept in Norway or any websites that may be able to help me.
