How do i find out the size of bike wheels and frame ?

how doe's she mesure them ??

top to bottom of the wheel or just the inner part ?

sadle to bottom of the frame ???

Look on the tire it states the size as it is normally used.

Frame size is measured a few slightly different ways. All start at the crank spindle measured to the:

1. center of the top tube

2. top of the top tube

3. top of the seat tube.

you can measure the size of the wheels by measuring its diametre with a ruler.

Wheel sizes are not taken by direct measurement, you need to establish the ERTO size, this will be stamped on the rim, somewhere, although it can be difficult to read if old.

It will almost certainly be on the side of the existing tyres and will look something like this, 47-559, which is 26" x 1.75" mtb tyre size,

where 47 is the width of the tyre and 559 is the rim dia. in mm.

Frame size is usually measured from the centre of the bottom bracket to the top of the seat tube, but the important thing about this is not what it is, but that it fits you, this is why you should go to a shop to buy a bike, not order on-line.

Wheel sizes are nominal since they refer to the outside diameter of the tires, not the rims. Rims usually have a size stamped into the metal somewhere, but it can be difficult to find at times. Briefly, Mountain bike wheels are usually 22" rim diameter,  while road bike wheels are usually 24.5" rim diameter, and BMX wheels are usually about 17". See "sizes" at the link for others.

Frame size is usually measured from the centre of the pedal crank to the top of the seat tube (See the 2nd link), BUT different frame designs make it difficult to compare measurements. For example an 18" mountain bike (46 cm) may fit a person who would ride a 22" (56 cm) road bike. See 3rd link for different bike types.
