How do i find out what company has the phone line to a property.?

My mother has moved into a flat and the phone line has been cut off but is not dead. The phone has only been disconnected about 1 week. Bt say they want £125. to re connect it and seemed to think there wasn't a line in the property. This makes me think the previous tenant was not with Bt however there is no cable in the property. Is there a database somewhere that holds records of who owns a phone line to a property at any given time. If we could find out who has the line she could then try to get the line re connected by them .
