How do i find the groups page?

i have a group of people that i send to in the community where i live. there are 134. i have always sent emails to 70 of them at a time. now all of a sudden i can do the first half and then it tells me i sent my limit of emails for the hour and i have to wait till after the hour to do the other half. when did they start this. i have been doing this for 3 years.

I don't know when they started that, but it's something like 100 or 150 and then you cant send more.
