  1. Contact the Australian Coast Guard or any Australian maritime agency. If you have a Coast Guard Auxilliary contact them, maybe even take a safe boating class and all that would be covered.

  3. Postie's right. For most people, VHF 16, or  500 and 2182mhz on the mf/hf.  If you need other frequencies, you need a GMDSS license (Global Maritime Distress Safety System), which will require some effort.
