There is no "Yahoo AdWords" per se.  According to http://www.SeduceAdwords.com Yahoo AdWords is merely a mis-nomenclature and people typically are referring to either "Google AdWords" or "Yahoo Search Marketing".

Both of them are Pay Per Click services.

Yahoo does not own/run AdWords. AdWords is owned/run by Google.
