How do i fix a bare metal scratch on a bumper?

this is a really deep scratch but i have the paint for it i just need something to build it up?

Make sure your metal is treated cleaned properly, rust rust rust will happen. . I suggest a sealer on your bare metal befor you apply any fillers.

will a couple coats of primer build it up?

I think bondo makes some scractch filler fot this

Put a piece  of  two inch wide  tape over the scratch and carefully cut out the scratch with a razor blade. Then fill the scratch with a light weight filler. Smooth it over to keep the tape exposed.  Then sand  the  filler with  a fine grit sand paper.(180 or finer) Remove the tape and sand filler and  paint with 1200 grit till edge is gone from filler. Polish the area and touch up the filler.
