  1. Buy a soldering gun and connect the two wires together for 48 hours

  2. do you mean it has a short circuit, and you want to remove it?

or do you mean you want to add a short circuit?

or do you mean the supply is short on volts, ie, doesn't have enough voltage?

    .

  3. Without any more information, I will assume that you have a power supply that has an output voltage that is a bit low.

The first thing to check, are all the large capacitors.  Traditionally, large electrolytic capacitors tend to have the highest failure rate in power supply applications.  As the capacitors deteriorate, they allow more ripple, and it is often seen as a low voltage.  Beyond that:

If it is a linear supply, you would first need to check the input to the linear regulating device.  If that voltage is sufficient (more than 3 volts above the expected final output), then the problem is downstream of that.  Check the linear regulator, and the resistors used to set the output voltage.  If the input to the regulator is not sufficient, check for a bad rectifier upstream of it.

If it is a switching power supply, repairs will be a bit harder, because you have to deal with tricky feedback loops for stability.  Usually, switching supplies go bad all the way, rather than putting out low voltage.  Again, check large capacitors and all rectifiers.  Beyond that, you will need to bow to someone more skilled in the art.

If it turns out that your power supply is shorted, and has no output, again check your capacitors and rectifiers first.  When they fail, they often fail shorted, and cause whole the power supply to go down.  You wil also probably have a fuse or two to replace.

    Good luck!
