How do i fix my internet connection problem?

Question

i just got a new dell inspiron 5305 desktop computer.

and we have an internet provider.

but everytime i try to connect to the internet it says "this page cannot be displayed."

we called charter and they said it was a PC problem and that we have to get anadapter or something.

but also whenever i try to open anything it says "youre video card doe not meet minimum requirements."

how do i fix these problems?

i dont know about the internet problem, but i can help you with the video card. Certain computer games (especially sims 2) websites, software, ect have graphics on them that are too much for your computer  to view, so a video card does something that will make your computer able to view these graphics. (video cards are around $50)
