  1. First you need to determine if the motor is seized up, start by removing the spark plug and then try pulling on the starter rope.

If it still wont pull, check to see if the mower has an automatic safety brake.

If the mower has a safety brake you must eithier have a helper hold the safety handle in the realeased position or tape the handle in the realeased position and then turn the mower on its side and try turning the blade by hand.

If the blade turns, then the problem is in the recoil starter which must be repaired or replaced.

If it does not turn eithier your engine is seized up or your safety brake is jammed or locked up

  2. You will have to remove the engine cowling to get to the starter.  This means the out plastic and than the engine cowling which the starter assembly is attached to.  One you have that off you should be able to locate the problem.  Might be a good tie to chage the cord.

Don't tip the mower on it's side.  You will get oil from the crankcase into the carburetor area, up through the valves into the cylinder and probably spill gas out of the tank.  You can go to outdoordistributors.com and look up your engine model, it will give you an exploded view.  This may help you disasseble the starter.
