How do i fix the seat-belt on the backseat?

i have a T reg mondeo and the seat-belt on the back middle seat seems to be locked. is there anyway i can fix it myself without taking it to a garage????

as with most foreign vehicles, once the seat belt malfunctions, you should replace the whole unit, as there are no user serviceable parts in those belts, figure on replacing the whole unit...good luck, and be safe
