    When you go to the link click on gfs.  This is exactly what the weather channel and most other meteorologists use!

    click loop and watch what happens.

    it gives you a forecast map for 15 days out!  the green represents rain and the red and blue lines represent temperature,

    you will figure it out

The best way to make short term predictions with limited equipment is by looking at current weather maps, such as satellite images (water vapor, infrared, visible), dew point maps, temperature maps, wind direction map, radar images, etc. If you look at these enough you will get good at making your own prediction. To read actual computer model data or interpretations of the data to come up with your own predictions, i would become familiar with the national weather service site. http://www.hpc.ncep.noaa.gov/

  3. You need to gather some data:

    Wind speed and direction

    Temperature and humidity

    Barometric pressure

    Cloud types

    The big one to watch is the barometer, Wet air that is conducive to storm activity is lighter and therefore a low barometer is and indication of that HOWEVER, the big indicator is the rate at which it changes. With todays technology the challenge is almost gone but you can still have fun trying.
