There is a fee involved with a reprint about $30 and it will take a couple of weeks, if you need to dive in the mean time take your log book and explain the situation most diving company's with accept a decent log book

Either contact your instructor for a replacement or the training agency (PADI, NAUI ...) directly  - they keep those in file and can replace them for you (for a small fee)

Who did the original certification?  Contact them and see where you go from there.

Hi.

If it'a a PADI licence,try to find the paper on wich was attached your plastified (original)certificate.

That paper is important.It contains your licence datas and,sending it to PADI,with a your picture(like passport picture) you should be able to obtain another original plastified card.

Differently,contact the instructor that certified you,explaining the problem.He will help you in this,cecking your datas and filling a new "PIC" card for you.
