  1. If you are trying to find a job in a foreign country, apply for advertised openings.  The web is a great tool for finding these.  Look for websites of local newspapers and check their classified ads as well as the job-market sites (monster, hotjobs, etc.).  

    You must let the prospective employer know your citizenship and that you will require a work permit -- the employer has to apply, so it is common courtesy to let them know.  Also, employers always have to prove there are no citizens of the country qualified for the job, and they will need to keep all the resumes and applications they received if they decide that they want you.  And of course, there are people working overseas and looking for jobs "back home," so they need to know all this!

    Beware of the "body shops!"  They will collect an agency fee from you, but then there is no work so you get "benched" and never recoup your agency fee.  In the US, this is illegal.  Some other countries also bar employment agencies from collecting fees from both the client company and applicant.  But India is among the most notorious for this scam because India is among those countries which do not bar dual fees.
