  1. The PdiS is NOT a visa.  The PdiS is like the U.S. Greencard

  2. P.S. permesso di soggiorno means "Visa"

  3. You only need a Permesso di Soggiorno if you plan to stay more than 90 days. With new EU rules you can not just leave Italy (for say France or somewhere else in the EU or Schengen Countries) and then come back (http://en.wikipedia.org/wiki/Schengen_Ag... What country are you a citizen of? If you plan on staying here for more that 90 days (in Italy) legally you will need to get a Visa (work, study, elective residence) from an Italian consulate in the US first (or whatever your country of residence is).

We got our Permesso di Soggiorno last year in Florence - here's everything we needed (we have 2 children too):

A completed PdiS application for each individual (even children) - available at the information booth inside the Questura

Photocopies of all pertinent pages of your Passport (title page and Italian Visa page)

Four passport size photos (per person)

Bollo, or tax stamp, for 14.62 euros (one for each application)

Proof of medical insurance (I was surprised they accepted just a fax of our annual insurance bill)

Proof of local residence (we just had a letter from our landlord, but they asked us to come back with an official lease)

Photocopy of a personal credit card

This page has more details http://www.florence-journal.com/florence...

and there is a lot of information about relocation in Italy here http://www.florence-journal.com/florence...

It can be a lot of paperwork and standing in line but it is not impossible.
