How do i get a personalised number plate for someone as a surprise?

it is my mums birthday soon and i want to get her a personalised number plate as a surprise. does anybody know wat i have to do or where i have to go to get this and what specific personal details i would have to find out about my mother to make it legal for me to buy her one? and what would i have to take along with me? her birth certificate, my birth certificate, anything along these lines?

Depending on the state you are in, it may be difficult.

First, they need to be available and then ordered.

You will need the VIN,current plate number and registration.

The registered owner would need to order the plates but check with your states DMV and maybe they can be ordered as a gift.
