How do i get a picture the file size of 29 kbs?

Question

i have a pic that i wanna use as an avatar but i can't get it smalle enough

it has to be 29 kbs, or 100 pixels wide and tall

help???????

There are multiple programs out there, but you need to know somewhat what you are doing.  If you know a friend with photoshop or other similar software, you can ask them to make the picture small enough for you.
