Promotional codes are used for a number of different things on the PS Store. They can be emailed to you by Sony (for something like a Beta), they can be given out by stores as pre-order bonuses (again, for betas), and I've even seen one in a magazine for the first issue of Qore.

It depends on what you want, since the processes differ. If you wanted a promo code for Home Beta, for example, you would have needed to download the Home theme on the PS Store to enter for a chance to get in. Sony would have then emailed you to notify you if you won.
