  1. This all depends on your Nationalitly. Some Nationalities are able  to obtain a visa up on arrival and others do have to apply for it in advance. For more information, please visit:

    If you do not belong to the group who can obtain a vist visa up on arrival, a hotel, tour operator or a relative with a valid residence visa may be your sponsor.

    In case you are talking about a tourist visa for 4 days, this can be arranged by Emirates Airlines or the Marhaba Service at Dubai Airport.

    At first, the visa on arrival is purely depends on your nationality, since you didn't mentioned that here, I am unable to say if you may able to get a visa on arrival.

    Here an information that useful for you: Citizens of AGCC countries (Bahrain, Kuwait, Qatar, Oman and Saudi Arabia) do not need a visa to visit Dubai or UAE. Some AGCC resident expatriates in managerial and professional jobs can get a visa on arrival at Dubai Airport.

    Citizens of 33 countries(France, Italy, Germany, Holland, Belgium, Luxembourg, Switzerland, Austria, Sweden, Norway, Denmark, Portugal, Ireland, Greece, Finland, Spain, Monaco, Vatican City, Iceland, Andorra, San Marino, Liechtenstein, USA, Canada, Australia, New Zealand, Japan, Brunei, Hong Kong, Singapore South Korea and Malaysia) can get visas on arrival at Dubai International Airport.  

    Citizens from other countries require a visa sponsored by a UAE citizen or resident. Other entities like hotels, tour companies or airlines can also arrange visit visas.

    So if you are not covered under any of these countries, just contact with emirates airlines office or uae embassy/consulate, in your country and nearest city.
