Depends on where you see her. Is she just someone random on the street? Is it someone at a club you frequent? Is it someone at school?

If it's at a club, ask her to dance, then after the dance, ask for her number and name. If it's at school, just ask her if it's ok if you call her some time, and then if she says "yes" then ask for her number.

If it's some random girl on the street... Well, I never talk to anyone random on the street and generally tend to totally shun people who ask for my number from the street unless they're really hot, so I guess... Be really hot. Then ask for her number.
