It's locked in Wyvern Hill, don't forget a key or an ice type.

Fly can be found at Wyvern Hill in a keyed chamber at 30F. You also want to get Sun Ribbon here at 20BF also in a keyed chamber. So bring 2 keys. This is also the only place where you find Dragon Scales.

Key can be found at Desert Region (low rate) and Solar Cave (higher rate) and Western Cave [Home of Mewtwo] (very high rate, but not suggested)

ok go into storage & get some ESCAPE ROPES now head over to SOLAR CAVE look on the floor for KEYS once you've gotten some keys ESCAPE now head into WYVERN HILL to the 30th floor2 open the lock box containing FLY  but BE CAREFUL dratini & dragonair will bump into alot also a MONSTER HOUSE may fall on you..glad 2 help :)
