  1. I'm assuming that if they don't qualify for Medicare they must be immigrants.  That being the case they just need immigrant insurance which can last for up to 5 years while they wait for Medicare to start.

    Just don't expect it to pay for pre-existing conditions.

  4. In the United States?  If they aren't eligible for Medicare or Medicaid, then it will be difficult (if not downright impossible) to do.

    Unless the 80 year old is still able to work full time to get benefits through an employer or has a spouse who is still able to work full time to get benefits through an employer.

  5. To be eligible for Medicare the person or his/her spouse must have worked in the US for at least 10 quarters.  If (s)he is not a U.S. citizen, or a lawfully admitted alien who has lived in the U.S. continuously for a five-year period, contact Social Security at 1-800-772-1213. They may have some assistance to offer. There is no chance that  a private carrier is going to offer insurance  to this person.
