  1. What do you mean by "her mom is not around"? She is not in the country, you don't know where she is etc.

Who is currently caring for the child? They can lodge for the passport at the US embassy. You will need to lodge at the passport office signing your consent that your child is able to travel out of the country and that you allow (name) to pick up the child's passport. There is also a chance that you need to sign a form to allow the child to travel with these guardians (depending on which countries the child is going to).

The mother. She will need to sign consent unless you have full custody, is deceased etc.

  2. First thing, what country? There should be diplomats over in whichever country she is in, yet different countries are harder to deal with than others. If she is in western Europe, it's easier to return home than if she is in the middle east.

Next, if she goes to the U.S. Embassy in whatever country she is in, they will help her.

If all else fails, get a lawyer. It sounds like she should be fine getting over, but these days you never know. If she was born in the U.S, and a U.S. citizen (and expecially because she's a minor) it should go smoothly.

  3. What is your minor child doing in a foreign country without her parents and with an expired passport?  And what about her visa -- if the passport is expired, the visa is, too.  Go get her.  Unaccompanied minors are generally not admitted to the US, and it exposes your child to various hazards to let her travel alone.

Take your daughter to the nearest US consulate (or consular affairs office at the Embassy if you are in the country's capital), with her expired passport and renew it.  You need either the other parent's notarized and verifiable written permission to travel alone with the minor child, or a court order granting sole custody, or the other parent's death certificate.  Basically, you have to prove you have sole authority over your child, or permission of the other parent.

Get plane tickets and bring her home.  You probably won't need to take more than a couple of days of your vacation time to deal with this if you have everything ready, and fly home over the weekend, and be back at work Monday morning.  Your child is too important to risk any harm to her!

  4. how long has she been over there?

if it just expired, it shouldnt be a problem if she shows that she traveled before it expired.'

BTW there should be a US embassy in whatever country she is in
