The first thing is to find out what's causing it to run slowly.  There are many fixes, but changing the tire won't fix running out of gas.

What's actually slow?  Loading programs from disk before they run?  Clean up your hard drive.  (Right-click on it/Properties/Disk Cleanup, if you're running Vista.)  Defrag the disk.  (Right-click on it/Properties/Tools/Defragment Now ...)  (How many programs you have on your drive has absolutely nothing to do with how fast the computer runs, until you run out of space.  How many programs are actually running in memory [see below] does.)

Programs, when they're actually running?  Check your system tray (the lower right corner of the screen).  Every program running in there eats some time.  Stop running the ones you don't really need running.  (Some of them are handy to have available, but you might only use them every week or so.)

The internet?  Check your actual speed at http://www.speedtest.net  If it's not slow there, there's not much you can do to speed the internet up.

You have to know what's slow before you can fix the problem.
