Your best bet would be to purchase a good eyeshadow base.

Some bases :

the infamous UDPP (urban decay primer potion) - $16 @ Sephora

too faced eyeshadow insurance - $18 @ Sephora

L`oreal De-Crease - $6ish ?

I usually just buy some pressed powder in my complexion ex. cover girl and use that to dust on the lids and under the eyes.  It holds well for eyeshadow and keeps the eyeliner or mascara from running on the lower area as well.

Your best thing to do is use a eyeshadow primer/base before applying your eyeshadow.

What I would recommend using is Urban Decay Primer Potion (UDPP) or Too Faces Insurance Anti-Crease Eyeshadow Primer and these can be found at a SEPHORA or ULTA and they are between $16-$18

but if you are wanting to get something inexpensive I would recommend getting L'Oreal DE-CREASE eyeshadow base its pretty much like duplicate of the UDPP which ranges around $6-8 or Wet n Wild Cover All Stick which is about $1.99-2.99.

Skip the eye cream-  It's important to use eye cream around your eyes to help prevent wrinkles, but don't put it on your lids.

Use a primer-Apply the primer to the entire lid and then wait a few minutes before applying shadow.

Choose powder shadow-Instead of cream eye shadow, use powder instead. If your using cream eyeshadow, do a light dusting with translucent face powder

use regular chapstick.

It holds your make up on all day.

and it makes it bolder.
