How do i get my hair like this!?!?

I want my hair to curl like this. What should i use? Hot rollers, curling iron, or what ever else. What keeps the curls in?

*note I have SUPER straight hair.

Big hot rollers, if you leave them in for a bit, then use a haridrier on the cold air application this should help it keep its shape even more, then hairspray them.

People say that you shouldn't let your hair get solid with hairspray, but if you can't see this, who's complaining?

a large curling iron. and hairspray it lightly to make them stay.
