How do i get paint off plastered walls?

there is a good chance that there is a bit of dampness in the walls if the paint is flaking. scrape away loose flaky paint then sand with 120 grade sandpaper. now seal the walls with an alkalie resisting primer ( available at your nearest dulux trade centre )then 2 coats of whichever paint you want to finish the walls with.
