How do i get rid of Bag worms without just burning all the trees down?

I own 60 acres of land and i would say 30 of it is cedar trees Bagworm has spread to every tree. Is there any saving them without spending thousands of dollars.

I use wasp spray, these shoot about 20 feet, doesnt take a lot for each bagworm nest. This way you dont need a ladder, just point and shoot.
