How do i get staryu on pokemon gold version?

I'm trying to get the firestone on pokemon gold version and I know I have to get to evolve growlithe. Here is the problem, I went to bill's grandfather and he wants a staryu, but I look in my pokedex and it won't tell me his area, where is he so I can get that firestone!!

Location: Staryu: Route 34, Route 40, Route 41, Olivine City, Cianwood City,

Cerulean Gym (need Good Rod or better, only at night)

Starmie: Evolve Staryu (Water Stone)
