  1. right click on it.  Then you say unlock task pannel or something like that (sorry using a mac and can't give you the exact name) then when you click on that you just left click any open space on the menu bar itself (not the start button or any program or icon) and just drag it down.  It will not move untill you mouse is all the way on the bottom of the page, and it will "jump" down there.

  2. classic mistake left click and hold down the mouse button and drag it to where you want it top left right botom

  3. I am guessing you mean the Task bar which usually runs across the bottom of your screen to the right of the START button, and now it's on a side or top of your screen?  If that is what you are trying to move, try this:

    To move the taskbar

Click an empty space on the taskbar, and then hold down the mouse button as you drag the taskbar to one of the four edges of the desktop. When the taskbar is where you want it, release the mouse button.

You will find the above by right-clicking an empty space on the Task Bar and selecting Properties from the Menu options.  In the Task Bar and Start Menu Properties dialog box, select the options you want, and then click the line at the bottom that says, "How do I customize the Task Bar", which opens Windows Help and Support, offering more options for customizing the Task Bar, including moving it.

Sometimes it takes several attempts to grab that Task Bar and move it back down to the bottom,  Try, and try again..

  4. First, put your curser in the Task Bar and right click.  Make sure that the bar is "unlocked".  Next, with your curser  in the Task Bar, push and hold the left mouse button down  and drag the Bar to where you want it.  It can be placed on the bottom, top, or either side of the monitor.  Be sure to lock the Bar when you have it where you want it so that this does not happen again.
