  1. If he has possession of the title, he can sign it and mail it to you, then you can transfer ownership into your name. Option B in Washington State, you may be able to go with a 3yr registraton only, however, you don't fully qualify for this option, and management would have to approve it. Your friend shouldn't have to turn himself in to provide you a title. The DMV is not law enforcement, even if he went to the DMV with you, they would have no knowledge that he is AWOL, and no questions would be asked about his military status. If there is a lender/lienholder, your friend doesn't have the title, the lender does. In this case, the lender would have to release interest, and send the title to your friend.

  2. Don't buy  unless he gives you a title. Title proves ownership and he may not own it even if he says he does, And when he goes to jail for being AWOL there is no recourse to get your money back. Tell him to produce a title with his name on it and then pay him ,not before. As you cant just get a title on his car, he is the only one who can...............UJN

  3. "can't i just wait a couple of years'

my god do you know how difficult that will be to explain that one at the DMV - not to mention late fees piling up galore & insurance issues - how are you going to insure a vehicle you don't own?

And, what if this guy is just LYING TO YOU to report the dang thing stolen later on & then YOU could get into heaps of trouble - car title in his name - he'd be with your cash & the car -

    Just don't!!

  4. You don't give him a dime until he surrenders a properly assigned clear title to you.  No title?  No sale!  PERIOD!  If you buy without a clear title you can't title, register or use the vehicle.  You can't even legally junk it without a title in your name.
