How do i get the title to a car registered from another state with no contact with the previous owner?

if you have a signed title, go to the dmv.

if not, you do not own the car.

you will have to apply for an abondoned vehicle title.

You don't if It is not your car.  If it is your car, why were you not given the title to it when you paid for it ?   You need to furnish us with more information

You should be able to get a history of the car from Carfax.com, and if that doesn't include the name & address of last owner, it will give you enough info to get them from the DMV (which will get that info for you for the right reasons).
