How do i get this effect on a picture?

like how do you get it, what's it called, what photo editors are good? thanks a bunccchhh. :D

At school I have a program called Picasa from Google. It sure is capable of doing that kind of effect. You just have to mess around with the shadows and the contrast of the photo. With Picasa it is not hard to do; you should give it a try
